eCampus Ontario have begun a similar process and it is our intention to collaborate with ON to co-develop resources in alignment with BC standards


Governance groups to be determined that provide sector representation.



In scope:

Develop entire suite of freely available resources including textbooks, test banks, homework assignments and other ancillary resources to replace costly commercial educational resources in Health education programs.

Out of scope:


Multiple phases to development to address all identified needs.



Eliminate textbook and learning resource costs throughout entire programs of study in Health.

Reduce education costs, increase student access, and incentivize  students to pursue programs that meet  provincial labour market and health and human resource needs


Impact more than 100,000 students in Health programs
  • Hire Project manager

  • Conduct environmental OER scan
  • Liaise with eCampus Ontario
  • Form Advisory Committees

  • Form Working Group

  • Determine which subject areas to focus on for ZTC development

  • Calls for proposals (multiple, in stages): 6 months - October 2019, 12 months – April 2020, 18 months – December 2020

  • Develop curriculum

  • Digital publishing tasks

The target audience for the ZTC curriculum development is faculty and staff.


Target audience includes approximately 100,000 students in Health related programs.

  • Key risks include limited sector engagement with timelines
  • In addition, requirements exceed the scope of the project
  • Another identified risk is limited advisory and working group engagement and collaborative development processes
  • The development of OER and ZTC programs in Health related subjects will eliminate textbook and learning resource costs throughout entire programs.
  • All material created for this project will have a Creative Commons licenses.
  • All material created for this project will be openly shared for other jurisdictions, institutions, faculty and students to use.

Overall budget is $400,000.00 including all administrative fees and staffing costs.

Nursing Numeracy

The Supplier will create a textbook for BSN nursing students to help them understand how to use numeracy concepts effectively in their nursing practice. The textbook will include additional

numeracy concepts beyond mathematics for medication calculations to provide a single resource for beginner students to understand the numeracy concepts relevant to general nursing practice.
